Can't Install El Capitan

I have a few MacPro3,1's at my school I'd like to update to El Capitan 10.11.6. Download chrome version 75 for windows 10 64 bit. Currently they're running 10.5.8. Os x iso to usb windows. I've got really slow WiFi-internet access, but the MacPro's do not have Airport. How do I attack this?
I want to make an up-to-date USB-install stick. I know I need to get hold of El Capitan, but my personal MacBook Pro is still running Mavericks. I can only update to Sierra. So I have to find an El Capitan-running Mac, but if I manage to get hold of the El Capitan-installer, it will be tied to their Apple-ID, right? Will El Capitan install without internet access?

I have an early 2009 Mac Pro 4,1 that I'm trying to flash to 5,1 and upgrade. I started the process out by attempting to upgrade the OSX to El Capitan, as recommended. Warcraft installer download. However, as seen in the pic below, I was unable to install. And I didn't set up a Time Machine backup prior to running the install for El Capitan (I was on Mavericks 10.9.5 before). Having already el capitan installed in my mac, the only thing I can download, is 10.11.1. How can I have a complete installer package of el capitan, till 10.11.1, from two separate files, the one of el capitan 10.11(I have kept the.app) and the 10.11.1? And lets say, somehow I do it. 10.11.1, how will it install over existing 10.11?

Hi .. I'm continuing from my 'Hello' post, as this seems to be the right place.
Subject says it all. I can't install GiMP 2.8.16 on OSX 10.11.4. I downloaded it , dragged it to the apps folder, and when I try to start it, I get a message box saying with the error message I quoted above.
I still have an older version 2.8.2 running, and it developed some weird behaviors when I upgraded to El Cap .. malfunctioning short cuts, the inability to type, etc .. but I've worked around most of them.
I have found the proper 'GIMP' file in my user library, and there is already a '2.8' folder there with plugins, fonts, etc. I did try renaming that folder to see if I could get my newer GIMP to install, but it didn't work. I've changed the permissions via the 'get info' menu, but no luck. I downloaded GIMP more than once, and tried the whole process over, in case there was something up with the file itself.
I'm aware of the long wait for font searches, but this isn't that. The message comes up almost instantly.
They say the definition of a crazy person is one who repeatedly tries the same thing and expects a different result, and I'm starting to feel that way.
So far, I've only seen one post about this specific issue anywhere, and there was no solution. Help???
